BACKGROUND: In July 2022, City Council approved a professional services agreement with Halff Associates for the development of an Elmer Thomas Park Master Plan. The cost for these services is $75,000.00. On September 27, 2022, City Council approved a professional services agreement with Halff Associates on a task order basis. Halff Associates’ second task order was to modify the Elmer Thomas Park Master Plan to include an aquatics facility within the park. The cost to update the Elmer Thomas Master Plan will be $14,000.00.
