BACKGROUND: On May 24, 2022, City Council approved a professional services agreement with Halff Associates for the development of a Conceptual Plan for Elmer Thomas Park. Since that time, two public input meetings and two steering committee meetings were held to receive input from citizens on the development of the plan. The Parks and Recreation Commission approved the Elmer Thomas Park Conceptual Plan with floor amendments on March 23, 2023. Those amendments have been included in this final draft plan.
