Consider approving a letter to the Secretary of Transportation that, subject to appropriations in the FYE 2025 budget, commits the City of Lawton to the 20% match for the 2024 FTA Section 5339(b) Grants for Bus and Bus Facilities and Low-No Program and authorize the Mayor to sign.

BACKGROUND: On April 9, 2024, the City Transit Trust approved a Resolution that allows staff to apply for a grant for the 2024 FTA Section 5339(b) Grants for Bus and Bus Facilities and Low-No Program. The grant is for the construction of the new transfer center and operations and maintenance facilities and the purchase of Low-No Emission buses. The resolution approved staff to apply for no more than $25 million, the 20% match of that amount will be no more than $5 million. The grant will not be awarded until Fall of 2024. The breakdown of the local match is:
2016 CIP - $771,206.52
2019 CIP - $2,444,706.00 (the funds that we have used out of the 2019 CIP are reimbursable by 80% so we will get funding for that again)
LPS Funds - $273,000.00 current with a projected $70,0000.00 to come in next FY
Advertising - $92,824.34 current with an additional $50,000.00 to come in next FY
State Revolving Fund - $774,266.00 current with an additional $265,437.00 to come in next FY
Land Valuation - $480,000.00 without the evidence building
As IS Valuation of the Evidence Building - $1,180,000.00
Without the letter of commitment, staff cannot apply for the grant. Staff is also hoping that the grant comes in as a Justice 40 grant which would then only be a 10% match from the City.
