BACKGROUND: Recently, the Post Office hired a contractor to repair and install a handful of cluster mailboxes around town. The contractor submitted for building permits and staff started the process of trying to obtain revocable permits. Current City Code requires that an improvement, like a mailbox, that is to be placed upon street right-of-way require a revocable permit from the adjacent property owner. Property owners were not willing to sign revocable permits and this lead to a discussion amongst staff members on how we move forward. It is estimated that eighty percent of mailboxes within the City of Lawton are placed upon the street right-of-way and that mailboxes are essential for a city's functionality. The majority of mailboxes upon the street right-of-way were/are installed by the homebuilder and do not have revocable permits on file. As a way to be open to business, this ordinance was drafted to allow certain improvements, like mailboxes, to be installed to specific standards with a building permit but without having to obtain a revocable permit. This ordinance was reviewed by the Building Division, Public Works and Public Utilities and their comments have been incorporated.
