BACKGROUND: Jesus Rodriguez-Contreras is the owner of the property located at 3116 SW J Avenue, Lawton, OK, 73505. The parcel is currently vacant and is more particularly described with a metes and bounds description. The applicant's proposed use is two private soccer fields with a 1,000 square foot one-story concession building. The binding site plan shows an 8ft tall chain-link fence around the property with an opaque fence and a tree buffer along the east side of the property. The binding site plan also shows much of the parking and maneuvering surface to be crushed stone which is not allowed by code and will require a variance request to the Board of Adjustments upon City Council's approval this rezoning and amendment to the 2030 Land Use Plan.

South - I-1
East - R-3
West - C-5

The Notice of Public Hearing was mailed to 28 owners of property within 300 feet of the requested area on March 7, 2024, and proper notice was published in The Lawton Constitution on March 12, 2024. The City Planning Commission held a public hearing on March 28, 2024, and recommended the request be approved with an 8-0 vote.
