BACKGROUND: FTA developed Circular 4220.1F, third-party contracting guidance, to assist its recipients and subrecipients in complying with various Federal laws and regulations that apply to FTA-funded procurements. Based on this circular, FTA (Federal Transit Administration) recommends each agency develop and maintain a procurement manual for the acquisition of goods and services. In 2020 the City Transit Trust approved the most current procurement manual, however, the manual needed to be amended with new federal guidelines and recommendations. The only change from 2020 is the threshold for micro-purchases moves from $3,000 to $10,000.
