BACKGROUND: The City of Lawton and Oklahoma Department of Environmental Quality (ODEQ) entered into Consent Order 02-397 on January 17, 2003, Addendum A on November 4, 2011, and Addendum B on March 22, 2013 and Addendum C on September 30, 2021 that identified 191,000 linear feet of sewer lines to be rehabilitated. Addendum C notes that Construction/Rehabilitation for Phase III Sewer Rehabilitation is to be completed by January 1, 2025. To meet this deadline, it is imperative the Public Utilities Department contract out the South Wolf Creek Trunk Expansion #5 Project PU1801 as our field workers continue completion on other projects within Phase III. The Plans for this project were approved with Phase III Plans and DEQ permits to construct obtained in 2020. The City of Lawton is furnishing the 36" and 42" PVC pipe for the project.

The project advertised for construction on January 24th and 31st, 2024, with a non-mandatory pre-bid conference February 9th, 2024, at 10:00 a.m. in the Public Utilities Conference room. A Bid opening was publicly held March 5th, 2024, at 2:00pm at City Hall. A total of two (2) bids were received, however one was deemed nonresponsive as the documents were not signed and incomplete.


After reviewing the bid documents, it is recommended to award the project to McKee Utility Contractors, LLC, of Prague, Oklahoma, who submitted the lowest responsive and responsible bid for the project.
