BACKGROUND: The Region 8 Education Service Center operates The Interlocal Purchasing System known as “TIPS,” specializing in construction-related materials and services other cooperative contract offerings wherein the products and services offered through TIPS have been awarded by virtue of a public competitive bidding process. City Code authorizes the use of purchasing cooperatives in limited circumstances where compliance with the Oklahoma Public Competitive bidding Act of 1974, which only applies to public construction contracts, is not required. Entering into an agreement with Region 8 Education Service Center will allow the City to utilize the TIPS program in these situations. If the proposed resolution and contract is approved by Council, staff will forward the contract to the Oklahoma Attorney General, as required by 74 O.S. Chapter 31 - Interlocal Cooperations Act § 1004, for a determination of whether the contract is in proper form and compatible with the laws of Oklahoma.
