BACKGROUND: As part of the adoption process for FY 20-21 budget, Council approved the Solid Waste Collection Division’s staffing and operations budget to perform weekly, automated residential cart collection and monthly residential bulky waste collection. This service transition began in April of 2021, following the purchase and delivery of the necessary equipment to perform those operations. Having implemented collection operations in this manner for approximately ten (10) months, it is necessary to establish regulations to preserve the efficiencies that should be realized from this transition to the maximum extent practicable. Notable, proposed standards include limiting house-side, residential cart service to those that are disabled only (including elderly), establishing collection frequencies of once weekly, and once monthly for residential cart and bulky waste collection respectively, revising residential cart removal time to 8 A.M. the morning following collection days, providing methods for out-of-cycle collection for carts and bulky waste, requiring refuse cart lids to be completely closed while stored or set out for collection, establishing an additional charge for bulky waste set out in excess of four (4) cubic yards and setting a limit of eight (8) cubic yards, allowing for bulky waste to be set at the curb up to three (3) days prior to the designated collection date, and specifying refuse left at properties without active utility accounts are to be abated as a nuisance or other remedy allowed by law. Council considered this ordinance on July 13, 2021 and tabled action for a period of six (6) months.
