BACKGROUND: On June 21, 2021, a Request for Proposal (RFP) was sent to different firms for the Development of a Municipal Pavement Management Program, Project No. EN2103. The City received three proposals from Infrastructure Management Services, LLC, KCI Technologies, Inc., and Halff Associates, Inc. Those proposals were reviewed and weighed based on different factors, such as understanding of project's scope of work, qualification and relevant individual experience of the team, capability and related experience of the firm, and current workload of the firm. Infrastructure Management Services, LLC was evaluated as the most qualifying firm. Therefore, the staff recommends that the City enters into an agreement with Infrastructure Management Services, LLC for the development of a 'Lawton Pavement Management Program, Project No. EN2103'. This agreement includes a comprehensive pavement condition survey for Lawton arterial and residential streets, data collection and processing for the pavement assessment, data management for the pavement analysis, final pavement management report, and right-of-way assets inventories such as signs/support, traffic signals, ADA ramps, and others. This agreement also includes developing field survey maps using ESRI GIS geodatabase and a detailed network inventory of Lawton streets. The initial scope of services was later negotiated to add additional work for sign & support database development, traffic signal database development, curb & gutter database development, markings & striping database development, and sidewalk database development.
