BACKGROUND: On November 16, 2021, the Solid Waste Division advertised for bids the Litter and Debris Abatement Contract CL22-020 and notices were sent to five potential bidders, published in the newspaper and placed on bidsync. The contract is for one (1) year and can be extended if both the contractor and the City of Lawton approve the extension. The scope of the requirements contract would enable response to high debris areas within 24-hours of contractor notification. The project provides unit price cost for the removal of litter and debris along roads ways, with the actual project costs being based on quantities of work performed and debris removed per work order issued. The total price bid is for evaluation purposes only. Only one bid was received at the bid opening on December 7, 2021. The following bid was received and opened: Betty Jean Young Foundation in the amount of $805.00/hour. It is recommended to reject this bid as the amount is inconsistent with and well above other debris abatement contract pricing. It is recommended to revise the specifications to award to primary contractor only, extend the timeline to complete work from three (3) days to five (5), and reduce the minimum required staffing from two (2) three-man crews to one (1) two-man crew. The suggested revisions are to encourage additional bidders.
