BACKGROUND: On September 24, 2013, Council awarded a contract to C.H. Guernsey & Co. for engineering services for Report/Study of the Heat, Ventilation, Air Conditioning System of McMahon Memorial Auditorium in the amount of $40,500.00.  The scope of services included determining the most efficient method of air condition for the McMahon Auditorium. On April 14, 2015 Council awarded Amendment #1 contract to C.H. Guernsey & Co. for additional engineering services for the replacement of the boiler and chiller of the McMahon Auditorium in the amount of $91,700. The scope of services included the design of bid documents for the Boiler, HVAC and associated electrical to the existing building and assist identifying hazardous materials, asbestos and lead based paint, on impacted utilities. On August 11, 2020 Council awarded Amendment #2 contract to C.H. Guernsey & Co. to include the update and phasing plan for the HVAC Report, East ADA access to Upper Lobby, East ADA access to Balcony, ADA improvements for East upper Women’s Toilet, Evaluate East ADA improvements for use on West portion of upper Lobby, Balcony, Toilet access, and Landscape improvements. The additional engineering fee for this work was $80,923. Project 2015-02B contract includes moving forward with Phase 1 of the recommendations included in the Final Report of the ADA, Landscaping, Building Code and HVAC Systems of McMahon Memorial Auditorium (Guernsey, February 19, 2021). The scope of services includes the design elements which will help progress the building to meet current building code requirements by expanding the women’s restroom on the first floor, adding east enclosed stairs, updating the existing mechanical systems, expanding the fire suppression system throughout the building which may be funded through a grant, updating the mezzanine level women’s restrooms to meet current accessibility standards, adding one unisex restroom, adding east elevator access to the mezzanine and balcony, updating handrails and guardrails and provide new landscaping in front of new phase 1 addition. The architectural design fees for this work is $328,950.
