BACKGROUND: On November 24, 2020 the City Council approved Amendment No. 8 to the December 9, 2014 contract with Garver, LLC. Amendment No. 8 provides for professional engineering services as a result of a condition assessment of the Wastewater Treatment plant performed under Amendment No. 6. Garver, LLC provided professional services necessary for the development of a Conceptual Design and Evaluation that compared the potential for a new facility with interim improvements against a combination of new treatment equipment and rehabilitation of existing structures and processes. Under the scenario of constructing a completely new treatment facility, short-term improvements (e.g. 7-10 years) necessary to keep the existing facility operational until funding is in place for the design and construction of the new facility will be identified. Further, rehabilitation of the existing facility for an intermediate lifespan (e.g., 20 years) before construction of a new facility for a long-term design horizon (e.g., 50 years) was also compared and considered. Planned improvements include refurbishment of existing facilities as well as construction of new facilities to meet the targeted capacity and treatment criteria for the existing WWTP as well as the future 50-year planning period. This Cost-Benefit analysis provides information necessary for the City of Lawton to move forward for the next 50 years.
