BACKGROUND: On December 4, 2020, the City of Lawton received Consent Order 20-214 from the Oklahoma Department of Environmental Quality (ODEQ) as a result of OPDES Permit violations stemming from discharges at the Wastewater Treatment Plant. In order to comply with the expected details of the Consent Order and bring the WWTP into compliance, additional funding in the amount of up to $47 million is sought through the Clean Water State Revolving Fund program to address repairs and improvements as identified in the Consent Order and the WWTP Condition Assessment conducted by Garver, LLC. The scope of work for this project is to perform selective maintenance and equipment replacement at the Lawton Wastewater Treatment Plant. Bids were received for the Lawton Wastewater Treatment Plant Improvements project on May 18, 2021. A total of three (3) bids were received on the project. After a review of the bid documents, it is recommended to award the project to Wynn Construction Co., Inc. who submitted the lowest responsible bid for the project in the amount of $4,960,000.00
