BACKGROUND: The scope of work for this project is to provide and install self-contained pilot testing equipment to confirm the treatability of groundwater for potable use. The primary targeted constituents for treatment are Arsenic, Fluoride, Iron, Chloride, and total dissolved solids (TDS). Original bids were opened on March 2, 2021 and four (4) of the five (5) bids received were non-responsive. All bids were rejected by City Council on March 23, 2021 and staff was authorized to readvertise. On May 18, 2021, two (2) bids were received and opened, only one (1) bid was responsive. Wynn Construction was non-responsive as the corporate seal was not affixed to the bid documents as required. Garver Engineers recommends awarding the contract to Worth Hydrochem of Oklahoma, Inc. in the amount of $305,000, who is the lowest responsible bidder.
