BACKGROUND: The City of Lawton and Oklahoma Department of Environmental Quality (ODEQ) entered into Consent Order 02-397 on January 17, 2003, Addendum A on November 4, 2011, and Addendum B on March 22, 2013 and Addendum C on September 30, 2021 that identified 191,000 linear feet of sewer lines to be rehabilitated. Addendum C notes that Construction/Rehabilitation for Phase III Sewer Rehabilitation is to be completed by January 1, 2025. Addendum C requires that flow monitoring assessment phase III start by July 1, 2024. The City of Lawton started this monitoring process at the start of phase III construction. A total of five meters, that monitor six trunk mains of the basin, were installed prior to construction to capture the flow data during dry weather and wet weather on the six trunk mainlines.
City of Lawton entered into a Master Service Agreement with Jacobs Engineering Group, INC, on June 27th, 2023. Under this MSA Agreement, Jacobs has started the required flow monitoring assessment. As a continuation of this agreement and the full scope of work to be done, Amendment Number 8 Exhibit B-2 shows the scope of services to include flow monitoring assessment, data analysis, and a written report or as amended for Professional Engineering Services.
