Consider approving a request to enter into a memorandum of understanding with the Waurika Police Department and the City of Lawton authorizing the utilization of the Lawton Police Department’s Training Facility to train their new officers in the Council of Law Enforcement and Training’s Basic Academy (CLEET) which has been authorized by formal board action.

BACKGROUND: The Waurika Police Department and the Lawton Police Department desire to begin a partnership for the purpose of providing CLEET training to new peace officers / deputies of the Waurika Police Department. The City of Lawton has invested considerable resources in accomplishing its mission to become a regional CLEET training center. This achievement allows the Lawton Police Department to offer certified police training locally thereby providing a more economical means of training CLEET certified officers in Southwest Oklahoma. Due to action taken by the CLEET board on July 12, 2017, the Lawton Police Department is permitted to train other non-certified peace officers from within its contiguous county borders. On April 19, 2023, CLEET approved two officers from Waurika to attend the upcoming LPD Academy. Thus, Waurika Police Department desires to utilize Lawton’s academy to train their recruit officers via the Lawton Police Department’s CLEET academy.

FUNDING SOURCE: This requires no additional cost to the City of Lawton. Waurika Police Department will bear the sole expenses imposed for their recruits as stated within the proposed MOU.
STAFF RECOMMENDED COUNCIL ACTION: Approve the proposed MOU between Waurika Police Department and City of Lawton to authorize the Mayor and City Clerk to sign and execute the Memorandum of Understanding.
