BACKGROUND: On April 23, 2024, the City Council held a public hearing and considered the rezoning and land use amendment for the property located at 3116 SW J Avenue. The proposed use of the property is to construct two private soccer fields with a 1,000 square foot one-story concession building. City Code currently only has a parking calculation for stadium, sports fields and arenas if fixed seating is provided. The project in question is not proposing any fixed seating, therefore staff only had the concession stand to calculate the required number of parking spaces. After some discussion regarding the number of parking spaces and the proposed parking surface of crushed rock, Council tabled the item and asked staff to bring back a code change establishing the number of parking spaces required for said use.
Staff researched the six peer cities for their stadium, sports fields and arenas parking requirements and they varied greatly. (see attached chart) Staff is proposing 1.3 required parking spaces per player of sport participants per field. Example: soccer has 11 players per team or 22 players per field, which would equate to 29 required parking spaces per field (22x1.3=28.6 or 29). For the above proposed project, the new code would require 57 parking spaces (22x1.3=28.6x2=57.2=57) with three of the parking spaces being accessible handicap spaces.
On June 13, 2024, the City Planning Commission recommended approval of the ordinance as presented by staff.
