Discussion and action on the approval of the use the State contract according to City Ordinance 19-35, 10-1-113 E on Project EN2301 Demolition of Nursing Home and approval of the proposal/quote from Environmental Action Inc. for the demolition of said nursing home in the amount of $261,800.00.

BACKGROUND: Nursing Home building is located at 1301 NW Andrews Ave. In the past, the building has caught on fire twice. Staff started working towards demolition of the building. Asbestos NESHAP (National Emission Standards for Hazardous Air Pollutants) regulations require a thorough inspection where the demolition or renovation operation will occur. The regulations require the owner or the operator of the renovation or demolition operation to notify the appropriate delegated entity (often a state agency) before any demolition, or before any renovations of buildings that contain a certain threshold amount of regulated asbestos-containing material. The rule requires work practice standards which control asbestos emissions.
Based on the regulation, an asbestos inspection of the building was conducted. A total of 49 samples from 11 homogeneous areas were collected from the property during this inspection. It was found the asbestos is present throughout the 24,000 sqft property. Asbestos was found in the sheetrock walls, joint compound associated with the textured walls, popcorn ceiling texture, roof shingles, debris piles and linoleum flooring under the floor tile. Because of the presence of asbestos and fire damage, the report recommended a wet demolition must be conducted. The demolition shall be conducted by an Oklahoma licensed asbestos abatement contractor and establish a controlled work area according to an approved Department on Labor (DOL) project design.
