BACKGROUND: During the February 27, 2024, City Council meeting, the Council approved the establishment of a committee to study issues related to the City’s homeless population and provide recommendations to the Council. On April 12, 2024, the Council approved an ordinance formally establishing the Homeless Action Committee, composed of seven (7) members: four (4) City Council members and three (3) community members. The ordinance also specified that the committee would nominate its chairperson.

The proposed ordinance amends the composition of the Homeless Action Committee to consist of four (4) voting members-being the four (4) appointed Councilmembers-and three (3) non-voting advisory members, representing the three (3) community members nominated by the Mayor and confirmed by the Council. Additionally, the ordinance assigns the appointment of the chairperson to the Mayor.
