BACKGROUND: On October 8th, 2024, the City Council granted the City Manager the discretion to approve utility and landfill bill payment plans  on an as needed basis to assist staff with the collection of outstanding balances due to the City of Lawton.  The item did not address the waiving of fees and charges, as part of a payment plan.  The attached ordinance grants the City Manager the authority to establish payment plans, including the waiver of fees and charges, when disputes arise between a customer and the city, and the City Manager determines there is good cause for a waiver in order to resolve the dispute. The ordinance sets forth procedures and restrictions.  It also requires a written report to city council in June and December of each year.
