BACKGROUND: Comanche County Industrial Development Authority and the Lawton Economic Development Authority submitted a joint request and are the owners of the parcels. The two parcels are located at the northeast corner of SW Bishop Road and SW 112th Street. The land is approximately 160 acres and the current use is the pilot site for Westwin Refinery. This is a permitted use in I-4 Heavy Industrial District zoning classification. In January 2024 the city annexed this property to be in city limits and was given a temporary zoning of I-4 with stipulation that a permanent zoning classification be placed within the first year. There is currently no Land Use Plan associated with this parcel.

The Notice of Public Hearing was mailed to 5 owners of property within 300 feet of the requested area on August 30, 2024, and proper notice was published in The Lawton Constitution on September 1, 2024.
The City Planning Commission held a public hearing on September 26, 2024 and made a recommendation to approve the change of zoning and amendment to the 2030 Land Use Plan.
