BACKGROUND: Recently, a request was made by Lawton Recreation & Events Association for Special Needs (REASN) to use the Miracle Field located within Elmer Thomas Park for a special needs baseball event. Because of its specific design, the Miracle Field is made exclusively for the use of those living with various disabilities. Staff was requested to review the possibility of waiving all fees associated with the use of the Miracle Field for special needs-oriented groups, like REASN. During research, staff found no fees existed in the fee schedule for the rental of the Miracle Field, which further supported the intent of the Miracle Field to be utilized free of charge. This resolution would amend the fee schedule to also eliminate charges for event and assembly permits and sound amplification permits associated with the use of the Miracle Field. In eliminating the fee for these two additional permits, the Miracle Field could be used by special needs groups completely free of charge. The intent of this initiative is to create a more inclusive community, improve the quality of life for individuals with special needs, and recognize and support the valuable contributions of special needs organizations.
