BACKGROUND: The 2019 CIP included $8.0 million to develop a parks master plan and for improvements to park facilities. A committee was formed to review and score those proposals. In person interviews were held with the top three scoring firms, and Halff Associates was selected by the Committee as the most qualified firm to prepare the plan. Since that time, negotiations regarding the Scope of Services and associated fees were conducted and a contract was awarded to Halff Associates on 24 September 2020. Their original proposed scope of work included a sub-plan specifically related to the two City lake properties, Lake Lawtonka and Lake Ellsworth. However, during a staff report on this matter, Council indicated their desire to have this Master Plan focus on park facilities within the municipal boundaries only. On 23 June 2021, Council directed the City Manager to move forward with the Lakes Master Plan as well and Halff was asked to update their original bid which was done and presented to staff on 02 July 2021. Halff Associates has indicated they can begin work on this project as early as August 31st, 2021 and will have a final product for City Council consideration within 6 months. The negotiated fee for the preparation of the City of Lawton for the Lakes Lawtonka and Ellsworth Recreation Areas Master Plan is $146, 495. Approved as to legal sufficiency.
