BACKGROUND: On July 23, 2024, Council accepted a bid proposal on Project PR2309 Elmer Thomas Park Aquatic Center and authorized the execution of a contract with the Tippens Construction Company. The contract totaled $19,900,000 and was to be paid with Propel 2019 funds.
The City of Lawton was allocated $18,202,822 in ARPA funds to support COVID-19 response efforts, replace lost public sector revenue, support immediate economic stabilization, and address systemic public health and economic challenges. To date, $11,453,890.04 has been encumbered or spent, leaving a balance of 6,748,931.96. These funds must be encumbered by December 31, 2024, and spent by December 31, 2026. Staff would like to use the balance of the ARPA funds to partially fund Project PR2309 Elmer Thomas Park Aquatic Center.
During the FY25 budget process, the City estimated $5,544,556.00 in remaining ARPA funds. Actual remaining expenses were $7,035,183.46. A budget amendment is needed to appropriate $1,490,627.46 to the Grant Fund for ARPA-related projects.
