BACKGROUND: Resolution No. 24-187 declares the structure at 1913 NW Lincoln Avenue a dilapidated structure. After the resolution was passed on August 27, 2024, staff was made aware that the property was originally tabled due to the fact that the property has back taxes that were owed for tax years 2022 and 2023. This places the property in the position of being sold at County Tax Sale and the city does not want to demolish structures where back taxes are owed. It is highly unlikely that the City will re-coup any of the property liens if the property is vacant when it goes to County Tax Sale.
This item will require two actions. The first will be to waive Council Policy 1-6 to reconsider an item within 6 months. This action will require a 2/3 majority vote. The second action will be to consider rescinding Resolution 24-187.
This item was tabled at the September 10, 2024 meeting and will be brought back for consideration on September 24, 2024, to meet the 2/3 majority vote requirement, as only five Councilmembers were present at the September 10 meeting.
