ITEM TITLE:

As a condition of the Lawton Youth Sports Trust Authority’s [LYSA’s] agreement with Standard Engineering becoming effective, consider approving by two-thirds vote the underlying project for a sports facility and/or complex, with the specific scope of the project to be determined at a future date.

INITIATOR:  Councilperson Randy Warren

STAFF INFORMATION SOURCE:  Timothy Wilson, Interim City Attorney; Dewayne Burk, Deputy City Manager.

BACKGROUND: On March 13, 2025, LYSA approved an agreement with Standard Engineering for soil testing as part of the design phase for the new sports facility/complex. The agreements states that the fees charged therein will never be considered a debt of the city.  Additional language in the agreement states “[a]pproval of this Agreement by the Responsible Party [LYSA] shall be conditioned upon the underlying project being approved by two-thirds vote by the Lawton City Council.”  Whether a sports facility or full sports complex is ultimately built, soil testing is necessary at this phase for design purposes, to include determining the best location on the selected land for the building.  Therefore, council is being asked to approve the underlying project for a sports facility and/or complex, with the specific scope to be determined at a future date.
