BACKGROUND: The City of Lawton solicited bids for contract Mowing and Litter Control (CL23-016) to maintain street rights-of-ways, street medians, neighborhood medians, City owned vacant lots, City facilities and drainage areas.  Bid invitations were sent out March 8, 2023 and the bid opening was held on March 21, 2023.  Three (3) bids were received but one was a No Bid.  No bids were received for Area 5 or Area 6 and those areas would continue to be maintained by City staff.  The total monthly cost of this contract would be $152,100.00 or $1,825,200.00 annually.  After reviewing the bids for Mowing and Litter Control (CL23-016), it is staff’s recommendation that all bids be rejected.

 

Staff completed an evaluation to determine if hiring a contractor(s) or hiring additional staff and purchasing additional equipment would be more cost effective.  Staff believes it would be more cost effective for all of the contract mowing areas to be maintained in house via the hiring of additional staff and by purchasing the needed equipment.
