BACKGROUND: As the City of Lawton enters a period of significant growth and transformation, there is an increasing need to engage professionals from outside the area. These individuals, contracted to bring specialized expertise-whether as keynote speakers, guest lecturers, or subject matter experts-play a vital role in advancing our city’s objectives. The City is committed to making Lawton a destination for valuable professional exchange, ensuring we attract top talent to support our initiatives.

This amendment clarifies that, for non-employees contracted for official business, travel rules and reimbursements will follow the terms outlined in their specific agreements rather than the City’s standard employee travel policies. By aligning contracted individuals with their unique travel requirements, the City can better support its professional partnerships while allowing invited professionals the flexibility to conduct their work as agreed upon in their contracts.
