STAFF INFORMATION SOURCE: Jonathan Jernigan, Chief Building Official/Deputy Community Services Director
BACKGROUND: The Oklahoma Uniform Building Code Commission (OUBCC) was created in 2009 to create a uniform code across the state of Oklahoma. The OUBCC reviews the building codes and makes amendments to the codes and adopts them at a state level. It is then up the municipalities to adopt at their levels the codes to enforce. The state adopted the 2018 ICC Commercial codes and the 2017 National Electrical Codes in 2021. The 2018 International Residential Code and the 2020 National Electrical Code went into effect in September 2022.
Staff met with the Process and Oversight Committee on August 19, 2024, and was recommended to bring forth the ordinance to move forward with adopting the 2018 versions of the International Building Code, International Residential Code, International Fire Code, International Property Maintenance Code, International Existing Building Code, International Mechanical Code, International Fuel Gas Code, International Plumbing Code and the 2017 National Electrical Code.
The state is moving forward with the adoption of the 2024 versions of the ICC and the 2023 NEC codes respectively, but staff has not had a chance to do any review to see what the changes are for those codes at this time.
The effective date of this ordinance will be November 1, 2024, which will allow staff time to notify all of the current contractors that this change is coming and to prepare for the updates that will be required.
