BACKGROUND: The City Council entered into a redevelopment agreement on February 23,2023 and late modified by City Council to support the development of the site as refinery of Cobalt and other elements for Westwin Elements, INC. As part of the agreement, the City of Lawton is required to bring utilities to the project site to support the industry. The contract with Garver LLC is to do the design for phase 1 of the water line construction (approximately 7500 feet). Phase 1 is the construction of a water main (20”) from Lee Blvd south along 97th Street then west along Bishop Road ¾ mile to the southeast corner of the proposed construction Industrial site pilot plant. Phase 2 (approximately 18,000 feet) will include extending the line west past 112th Street then north to Lee Blvd then looping back east to 97th Street. Council is being asked to award a Design contract with Garver, LLC, for the designs of the water line extension for phase 1. A very short time frame is required to meet industry plant completion date. City Council entered a contract with Garver LLC for engineering and design services on May 9th, 2023. The designs of Phase I was authorized and has been completed and is ready to advertise for bids. The City of Lawton is pre-purchasing the 20”pvc pipe and 20” valve to expedite construction. Construction is required to be complete for the Plant start up March 1, 2024. Bid will be opened on November 21st or November 28th, 2023, and presented to City Council on December 5th for award. Scheduled Notice to proceed will be issued on December 6th . Estimated Phase 1 cost is $2.8 Million. Design of phase two to complete the loop of the water main and construction of lifts station and force main will be coming to City Council in next few weeks. The quick turnaround of design and bidding meets the concept of open for Business and the Pursuit of Excellence as Public Utilities and the City of Lawton strives to meet the goals of the True North Culture.
