BACKGROUND: The current code has a fifty-four (54) foot radius from the center line for the property lines and a forty-two (42) foot radius from the center line for the street curb. The current code does not allow for any offset from the center line. The proposed change would lower the radius requirements to fifty (50) feet and forty (40) feet while also allowing for an offset from the center line of up to ten (10) feet. The interior curve radius would increase from twenty (20) feet to twenty-five (25) feet and thirty-five (35) feet.
A developer has submitted phase two for their subdivision which has an offset on the proposed knuckles. After review by all necessary departments the contractor was made aware of the dimension requirements from figure 4.1. They informed staff that phase 1 of the subdivision was approved with the exact same offsets as currently being requested. In accordance with the truth north culture statement, the staff researched the current dimension requirements. After further review there are several knuckles, on plats across the city, that have offsets that do not comply with the current figure. The new figure was reviewed and recommended for approval by public works, public utilities, and the fire marshal’s office. Page two provides the proposed definition change.
Below is the proposed change to the definition:
"Knuckle” means the bulge toward the outside corner of a bend in the right-of-way of between eighty (80) and one hundred (100) degrees that allows for adequate turning movements for emergency and other vehicles. The point of radius may be relocated along the lines indicated by letters shown on the figure 4.1 (lines AX, AY and AZ). The point of radius of the elbow shall be shown on the plat. The point of radius (A) may be shifted along the street centerline (AX and AZ) a max of 10 feet. The interior curve (B) shall have a minimum property line radius of twenty-five (25) feet and a minimum curb radius of thirty-five (35) feet. Design details for a knuckle are covered by figure 4.1 elsewhere in these regulations.
This went to the City Planning Commission on January 11, 2024 and they made the recommendation to approve the change of code.

KEY ISSUES: Our current Lawton City Code would require a developer to redesign their proposed subdivision, widening the knuckles. This could create unbuildable lots and require a complete redesign.
