BACKGROUND: On September 8, 2020, and September 14, 2021, Council approved Amendment No 7 and Amendment No 9, respectively, to the December 9, 2014, contract with Garver, LLC for a water reuse feasibility study.  The Amendments provided for an engineering assessment, proposed enhancements, and final design for improvements to the existing water Supervisory Control and Data Acquisition (SCADA) system which includes the Water Distribution system, Medicine Park Water Treatment Plant, and Southeast Water Treatment Plant.  The SCADA system is used to control and monitor the operation of plants, pump stations and elevated storage facilities. The current SCADA system uses Windows XP platform and is obsolete as software updates are no longer supported.  Final design documents were received April 18, 2022, and the project advertised for bids on May 11, 2022 and May 18, 2022.  A total of three (3) bids were received and opened on August 16, 2022.  The project was awarded at City Council on September 13, 2022, to Control Panels USA Inc. who submitted the lowest responsive and responsible bid for the project in the amount of $6,112,490.00.

Change Order No. 1 is necessary to complete this project. The current fiber that connects the Southeast Water Treatment Plant to the Wastewater Treatment Plant is deficient. This new fiber is needed to create a viable connection between the plants for the SCADA system to function properly. Garver, the engineering consultant on this project, recommends Change Order No. 1 as a necessary change to the project.  The total cost of this change order is $123,392.96, a 2% increase of the original contract amount of $6,112,490.00, for a total contract amount of $6,235,882.92. A contingency account of $200,000 was set up in this loan for change orders to occur.
