BACKGROUND: On December 4, 2020, the City of Lawton received Consent Order 20-214 from the Oklahoma Department of Environmental Quality (ODEQ) as a result of OPDES Permit violations stemming from discharges at the Wastewater Treatment Plant.  Funding through the Clean Water State Revolving Fund program was utilized to address the required repairs and improvements. Loan #1 in the amount of $47 million addressed the initial repairs through the WWTP Interim Project PU 2102 and Loan #2 in the amount of $72.9 million will fund the WWTP Phase I Project PU 2013 along with several other projects.    Currently, a combined effort between city staff providing project management and clerical services, design consultant firms and a third-party QA/QC inspector is utilized for the City of Lawton WWTP Phase I Project. This places inspection responsibilities separate from the design engineer and provides reassurance to the owner that design and field issues are being dealt with as needed looking out for the owner’s best interests.  To maintain the same level of assurance, a Project Manager is required to be utilized for all other Public Utilities Department projects.  The Public Utilities Department Deputy Director and Civil Engineer positions are vacant.  There is an immediate need to oversee the project management of the following projects: WWTP Phase I Project ($85 mil), Cache Road Waterline Replacement Project #1 & #2 ($28 mil), Lake Ellsworth Spillway Rehabilitation Project ($20 mil), and the Alternate Water Supply Well Drilling and Conveyance System Project ($50 mil).
City Council approved the Professional Services Agreement for Project Management Services on February 14
th, 2023, in the total amount not to exceed $621,360.00 for 24-months of services.
With the abundance of active projects in the Public Utilities department, it is imperative to continue contracting this project manager position in our pursuit of excellence as put forth in the True North Culture Statement.
