BACKGROUND: The City Council has been considering the potential sale of the Chandler Creek property for over two years. Recent discussions have highlighted the need for a clear, documented process to move forward with this consideration. The property's original purpose of protecting the reservoir must be taken into account, along with the legal requirements for selling municipal property.

CURRENT CHALLENGES:

1.                     Lack of a clear, agreed-upon process for potentially selling the property.

2.                     Concerns about maintaining the property's original purpose of protecting the reservoir.

3.                     Need to address the legal requirement of declaring the property surplus before proceeding with any potential sale.

PROPOSED SOLUTION:

Request that city staff provide a comprehensive, written step-by-step process for the City Council to consider and potentially implement the sale of the Chandler Creek property.

RECOMMENDED COUNCIL ACTION:  Direct staff to provide a written report to the City Council within 30 days, outlining:
1. A step-by-step process for potentially selling the Chandler Creek property, including but not   
                     limited to: 
                     a) The procedure for declaring the property surplus, including any required public notices                      or hearings. 
                     b) Any assessments or studies needed to determine if selling the property is in the city's                      best interest.
                     c) The process for ensuring continued protection of the reservoir if the property is sold,                      including potential deed restrictions or easements.  d) Steps for retaining an appraiser and                      conducting an appraisal of the property if the previous appraisal is not sufficient. 
                     e) The procedure for dividing the property into the proposed three tracts.  f) The process                      for setting minimum bid amounts and conducting a public auction.
2. A timeline for each step in the process.
3. Any legal considerations or requirements that must be addressed throughout the process.
