BACKGROUND: On March 28, 2023, City Council was given a presentation on Public Utilities’ Water and Wastewater system conditions and a plan of improvements with a means of funding the improvements. On June 27, 2023, City Council approve the Master Service Agreement with Garver, LLC. On July 11, 2023, City Council approved Amendment No. 1 includes Work Package 1 for the Sewer System Rehabilitation. The Sewer System Work Package 1 included preparation of bidding documents for the 2023 CIPP Liner Project designed by the City of Lawton and prepared for bidding by Garver, under Work Package 1, On July 24, 2023, City Council approved the plans, specifications, and authorized advertisement for the 2023 CIPP Liner Project. Advertisement occurred August 13, 2023, and August 20 ,2023 and a non-mandatory pre-bid meeting occurred August 29, 2023, at 2 pm in the City of Lawton Public Utilities Conference Room. Bids were received on September 26, 2023, at the City Clerk’s office and publicly opened. A total of two (2) bids were received on this project. After reviewing the bid documents, it is recommended to award the project to SAK Construction, LLC, of O’Fallon, Missouri, who submitted the lowest responsive and responsible bid for the project. Garver, LLC, recommends to award Sak Construction, LLC the CIPP Liner Project PU2307 to replace and rehabilitate approximately 15,000 linear feet of sewer line for a base bid of $8,480,044.00.
Change Order 1 adds approximately 2,600 linear feet to the project for the quoted prices of project 5, which totals to an increase of $769,740.00 as well as an additional 45 days of project time. The total adjusted contract price will be $9,249,784.00 which is a 9% increase to the original contract.
This project continues the strive towards our efforts of a Safe Community as put forth in the True North Culture Statement.
