BACKGROUND: The City Council entered into a redevelopment agreement on February 23,2023 to support the development of the site as refinery of Cobalt and other elements. As part of the agreement , the City of Lawton is required to bring utilities to the project site to support the industry. The contract with Garver LLC is to do the design for phase 1 of the water line construction (approximately 7500 feet). Phase 1 is the construction of a water main (12” to 20”) from Lee Blvd south along 97th Street then west along Bishop Road ½ mile to the southeast corner of the Industrial site. Phase 2 (approximately 18,000 feet) will include extending the line west past 112th Street then north to Lee Blvd then looping back east to 97th Street. Council is being asked to award a Design contract with Garver, LLC, for the designs of the water line extension for phase 1. A very short time frame will be required once the final commitment of the industry occurs. The designs of Phase I will start after Westwind Energy (Project Blue Braveheart), has signed a binding committing or as directed by City Council. The line extension will be needed at the industrial site even if this project does not occur.

STAFF RECOMMENDED COUNCIL ACTION: Approve a conditional contract in the amount of not to exceed $328,500 with Garver, LLC, for Engineering and Design Services for the Phase I design of water line extension to support the 480 acers CCID industrial site located adjacent to SW112th and SW Bishop Road. The approval of contact is dependent on the binding commitment of Westwin Elements for the Blue Braveheart Project or as amended by City Council.
