BACKGROUND: The Streets and Bridges Committee has historically focused on overseeing infrastructure projects related to streets and bridges within the city. To better align the committee’s purpose with the city’s development goals, this agenda item proposes renaming the committee to the Streets, Bridges, and Development Review Committee and expanding its scope of work. The updated mission of the committee will include reviewing all development policies-administrative, council-driven, ordinances, and rules-and making recommendations to the City Council on necessary changes to promote residential and commercial development within city limits. Additionally, the following directives are proposed:
Task the committee with identifying 100 mill and overlay projects and presenting associated budget requirements to the City Council promptly.
Direct City staff to fund these projects using the budget and PROPEL funds designated for streets.
Allocate PROPEL street funds for a mill and overlay of Lee Boulevard from 38th Street to 67th Street, aiming for project completion in 2025.
Prioritize the Ad Valorem Project on 38th Street, determining fund availability and actions required to elevate this to a top priority for 2025.
These changes aim to streamline infrastructure planning and promote proactive development policies, ensuring timely and efficient progress on critical city projects.
