INITIATOR: Michael Watrous, Public Works Director
STAFF INFORMATION SOURCE: Chris Serrano, Program Manager
BACKGROUND: On February 11, 2025, the City Council authorized the Public Works Department to advertise Project PW2503, 38th Street Rehabilitation. This project consists of pavement rehabilitation efforts on 38th Street between Gore Boulevard and Lee Boulevard, utilizing Ad Valorem funding. Bids were opened on March 14, 2025, and WSB Engineering conducted a review of all submissions for compliance and accuracy.
The lowest bidder was deemed non-responsible due to documented performance concerns and contractual issues with another municipality, which raise substantial doubts regarding the bidder’s ability to successfully complete the project in accordance with the City’s standards and expectations.
Section 10-1-108(B)(2) of the Lawton City Code states, “In awarding a bid, the council may consider the following criteria: Ability of the bidder to perform under the contract.” Based on this provision, the Public Works Department recommends awarding the contract to the second-lowest responsive and responsible bidder, T&G Construction, Inc.
