BACKGROUND: The Lawton Youth Sports Trust Authority [LYSA], through funds appropriated by city council to LYSA in its annual support agreement, has purchased land, contracted for a consultant [to the extent funds have been appropriated], and recently approved a contract for soil sampling at the proposed site as the design phase begins.
The purpose of this item is for LYSA to provide an update to city council on the sports facility. This update will include options of developing a full-sports complex [a sports facility building plus outdoor facilities] versus just a sports facility [i.e. sports facility building], including the estimated costs differences. The LYSA is seeking direction from council as to the preference of the scope of the project. At a minimum, LYSA is seeking approval to proceed with the design of a full sports complex regardless of whether a full sports complex is ultimately constructed at one time or in phases, or simply a sports facility building is constructed.
Currently, $700,000 has been allocated for design. LYSA, in a companion item on this agenda, is seeking an additional $550,000 in funding for design.
