STAFF INFORMATION SOURCE:  Michael Watrous, Public Works Director

BACKGROUND: Warning signs with Autistic Children or Deaf child are non-standard signs that are not covered under the Manual of Uniform Traffic Control Devices (MUTCD). Lawton City Code 23-2-202 states that all traffic signs "shall conform to the latest edition of the "Manual on Uniform Traffic Control Devices for Streets and Highways" published by the Federal Highway Administration." These signs are non-standard but are installed to caution the drivers that a child with Autism may be present in the area. Although a few drivers may not have a clear understanding of how to interpret these signs, several municipalities in other states have installed similar non-standard signs. Also, the City of Lawton has previously approved installation of similar signs at other locations within the city where a similar citizen request supplemented with medical document has been received. There is no specific process defined in the Lawton City Code for installation of non-standard signs, however the Section 23-2-201 of provides the authority to the City to install traffic control measures. If approved, the sign should be installed on McKinley Avenue near 1011 block and should read "AUTISTIC CHILD" like other previously approved and/or installed signs by City of Lawton.
