BACKGROUND: Every 5 years the City of Lawton develops a Consolidated Plan developed from surveys of the communities’ greatest needs of low and middle-income families. From those needs, projects are created in the Annual Action Plan and are the basis for next 5 years. Our next Consolidated Plan will be developed for FFY 2026 -2031. CDBG Public Service projects must principally benefit low- and moderate-income persons.

STAFF RECOMMENDED COUNCIL ACTION: Provide direction on how the Council wants the Housing and Community Development Division to evaluate CDBG and HOME Projects to include Public Service Organization applications with a focus on their direct impact on homelessness.
