body
INITIATOR: Michael Watrous, Public Works Director
STAFF INFORMATION SOURCE: Michael Jones, Interim Engineering Director
BACKGROUND: Initial design work for this project was paid for by ODOT with the Rogers Lane safety improvement project (currently ongoing), however ODOT de-scoped the lighting improvements, however ODOT used 2 contractors to create the designs for 3 lighting improvement projects total - Rogers Lane from I-44 to US-62, The Rogers Lane/I-44 interchange, and the I-44/Gore interchange. In December of 2023, the City of Lawton and FISTA were approved for a grant to use for improvements at FISTA and for lighting along Rogers Lane and City Council accepted the funding agreement (24-1268). The approved grant for lighting improvements was in the amount of $2M, whereas all 3 lighting projects would total $6.7M. In October of 2024, The City of Lawton decided to reduce the scope of the projects to include the I-44/Rogers Lane interchange as far west as $2M would go. This work requires a slight redesign and project package to merge two projects together into one, executable project.
EXHIBIT: Contract Document, Approved Funding Agreement
KEY ISSUES: Once redesign work is completed, contractor selection for construction may proceed. The grant has no cost sharing or matching requirements.
FUNDING SOURCE: Oklahoma Department of Commerce Grant, pending Council approval of Legistar File #24-2135 on 12/03/2024 Council.
STAFF RECOMMENDED COUNCIL ACTION: Approve a professional services contract with Freese and Nichols for the design of lighting improvements for Rogers Lane between I-44 and Fort Sill Blvd
