BACKGROUND: This ordinance adds language to define camping and public property and outlines penalties for individuals who unlawfully camp on public property in non-designated areas without express consent of the City. For a first-time violation, the ordinance requires that a warning be issued, and no citation is to be given unless the individual refuses information or assistance offered by the arresting officer.  This assistance may include information about or transportation to shelters, food pantries, or other resources aimed at supporting those in need and experiencing homelessness.

The Homeless Action Committee reviewed the proposed ordinance on October 1, 2024. The Committee is recommending approval of this ordinance.
