INITIATOR:  Jessica Carter, Emergency Communications Director

STAFF INFORMATION SOURCE:  Jessica Carter, Emergency Communications Director, Judy Franco, Information Technology Services Director, Dwayne Eckart, Information Technology Services Network Administrator

BACKGROUND: In 2018, a lease purchase agreement was done for the current call handling system. This system is still in place today but cannot be scaled up to meet the new and emerging trends of Next Generation 9-1-1 call processing. The new system would include a comprehensive suite of features such as AI based real-time call transcription, audio translation, and call triage. Additionally, it will include rich media capabilities such as live video, accurate geolocation, and advanced mapping. The solution is cloud native meaning more security, agility, and redundancy in addition to the other features mentioned. Thomas Marsh, with Carbyne, will do a short presentation over the APEX call handling solution.

EXHIBIT:  See attachments.

KEY ISSUES:  Does the Council wish to proceed with the year one purchase of the Carbyne APEX call handling solution?

FUNDING SOURCE:  2508001 Machinery and Equipment; current balance is $270,000.00

STAFF RECOMMENDED COUNCIL ACTION: Receive the presentation and approve the staff recommended terms and conditions and year one purchase agreement.
