BACKGROUND: Ellipsis, under the direction of Joslyn Wood, runs an annual Park-o-Treat event at Elmer Thomas Park. This event is held on the west side of the park. It is a trick-or-treat opportunity that is free to the public and attracts approximately 3000-5000 participants. Joslyn has requested that the fees for the permits associated with this event be waived and refunded as this event is offered as a service to the community. Joslyn has already paid the fees to secure the dates for her event.
