BACKGROUND: On May 28, 2024 council approved plans and specifications and authorized staff to advertise for bid. Subsequently, the Bid Opening was held on June 26, 2024. The Elmer Thomas Park Aquatic Center project base bid includes features such as lap pool, group slide, diving boards, etc. along with the aquatic center building and parking lot. The alternate bid provides a lazy river feature. Only one bid was received for the project, from Miller-Tippens Construction Company. The base bid amount is $14.6M and the alternate bid is $5.3M. The architect's estimated cost for the base bid was $12,242,021.59 and for the alternate bid was $5,206,885. Per Council direction at the July 9th, 2024, Council Meeting, the architect and staff met with the proposed contractor to identify potential cost savings within the project plans. Based upon this meeting, the total cost to include the alternate bid was able to be lowered to approximately $19.1 million.
Architect's recommendation is to accept the bid to include the negotiated cost savings identified contingent upon availability of funds. Please find attached architect's recommendation in the exhibit.
