BACKGROUND: This update gives Council the ability to deny a request to speak if the individual did not submit a request to speak form. It clarifies the presiding officer or the City Manager may call upon a member of the audience to participate during a public hearing. Additionally, the updates put into place the forfeiture of speaking during audience participation for not less than ninety (90) days if an individual has been removed due to disruptive or abusive behavior.
