BACKGROUND: Discussions have been had for some time regarding what can be done to promote the construction of affordable housing throughout the community, primarily on existing vacant lots. One of the major road blocks is that there are several vacant lots across town, predominantly in the Lawton Heights and Lawton View areas, that are legal non-conforming lots to include existing 25' wide lots. Per current City Code, the minimum buildable lot width for an existing lot is 35' as long as it abuts a street with at least 50' of right-of-way. Staff estimates that there are approximately a few thousand existing nonconforming lots in Lawton.

In December of 2022, LURA sold approximately sixty lots to a developer and they have begun development in the Lawton View area on several lots. The developer did request ten variances (two variances per lot) from the Board of Adjustment on March 8, 2024, that would allow them to build a small cottage style home on existing 25' wide lots but the variances were denied. The attached ordinance would amend City Code to allow the construction of single-family dwellings on existing nonconforming lots with widths as small as 25'.

The CPC held a public hearing on May 16th and considered the ordinance.
