BACKGROUND: Landfills 6 & 7 Project PW2101 consists of expansion of two (2) new cells at the existing landfill site. The construction time of the project specified is 260 calendar days. This is in accordance with the True North Culture Statement by providing a more efficient service to the citizens of Lawton.
Council approved plans and specifications and authorized to bid the project at March 12th, 2024 council meeting. Subsequently bid opening was held on April 10, 2024. A total of four (4) bids were received for City of Lawton Landfill Cells 6 & 7 Liner Construction (PW2101). The submitted bids for this project ranged from $3,081,581.25 to $4,603,060.00 for the base bid items and $3,841,081.25 to $6,215,060.00 inclusive of the base bid and bid alternate item. Related to the latter, the total costs reflect removal of base bid item 9 (related to obtaining protective cover soil from off-site sources) that is no longer required upon selection of bid alternate item. The engineer's estimated cost for the base bid items was $4,308,514.10 and $5,701,344.10 inclusive of the base bid and bid alternate item. The 4 bids are tabulated in Exhibit and the bids are summarized below:
1. 4X Construction Group, LLC is an apparent low bidder with a base bid total of $3,081,581.25 and base bid plus bid alternate item total of $3,841,081.25.
2. Hammett Excavation Inc. is the 2nd low bidder with a base bid total of $3,114,253.33 and base bid plus bid alternate item total of $5,367,643.30.
3. Longhorn Excavators, Inc. is the 3rd low bidder with a base bid total of $3,669,690.00 and base bid plus add alternates total of $5,883,090.00
